Push notifying the teacher role upon quiz submission

My customer asks:

"When a student submits a quiz, can the teacher be automatically notified by moodle?"

Well, yes is the easy answer.  But.... is it really what they want?

We needed to change the permission to allow for the push notification to be possible. Once the permission is set, the teacher can access their role and tweak the messaging options to allow the push to happen.

The setting is not course by course, its a global change for the teacher. This means that all the students in each of their courses, where their account is enrolled in teacher role, will be effected.  Every time a student in any of their courses submits a quiz, the teacher will be pushed a message notification and an email is sent to teacher email address.

The cron script is the trigger for the push.  The message and email are not immediately sent, but are sent the next time the cron script executes.  The cron script on our production server runs every 15 minutes.

Do the teachers really want this push?  Or, is it sufficient to check the activity block in their course?

Hmmm, I wonder.

Our job is to enable the push notification and then fully explain the scope of the notification to our customer.  Then we will end up sending a communication to each of the teachers telling them what they would update in their message profile to enable this push notification.

My colleague explained it this way to our customer:

"We can turn on the permission globally for teachers to receive quiz submission notifications.
Quiz submission notifications is associated with the teacher's Profile, not a course.

By default teacher's have email notifications setup in their Profile Messaging. This being the case they will receive either an email or a popup message for EVERY quiz submission in EVERY course they teach.

Before we set up automatic quiz submission notification for them teachers would need to know of increased emails to them."

On 4/8 our customer responded that 7 of the 8 teachers he questioned about wanting this feature have replied that THEY DO.  So, we will turn this on for each of them by :
