I do not know why, but it is now an hr. behind. I live in the eastern US. I had set the time to UTC-5 in the moodle server setting, but needed to update it to UTC-4, to *move the time up one hr. I tried UTC-4.5, and found that it adjusted to the 1/2 hr.
The setting is located at Site Admin | Location| Location settings.
I used the internal moodle messaging to test the setting while I was updating. I messaged my colleague with a *testing time stamp message.
If I were really ambitious, I would investigate why the time changed or how I lost an hr.
