Messaging student to teacher in moodle

My colleague said to me today "One of our teachers is saying the messaging is not working in his course".  My colleague tested by enrolling a test student into the course in the student role and then attempted to send the teacher a message.  Moodle replied that the student did not have permission to message the teacher.

hmmm, I would have guessed the student role automatically could message the teacher role in the context of a course.  Why would the teacher have to explicetly have to add students to their contact list? 

I tested this further by enrolling another account in the same course in the teacher role and then tried to message the newly added teacher, and was successful.

hmm, the plot thinkens.  This is behavior that I was hoping for and expecting.  Then why could the student role not message the other teacher?

We looked a little harder then at the messaging settings for each teacher and found the one that we could not message from the student role had set the option

My profile - settings - messaging - at the very bottom under the General settings header - was an option called Prevent non-contacts from messaging me:, which he had checked.

We changed the option, checked again from the student side and they could message him without any issue.

Seems this option was preventing the students from messaging him directly even though they were enrolled as students in a course where he was enrolled as teacher!
